Again, we witness from vantage point of the seeing eye of God as ropes drop from the skies onto rooftops below.  The familiar scene recalls the glaring inadequacy of our governement's response.  By combining the simple symbolic request  for 'HELP' etched on the figures, the artists adds a visceral punch.
